They impose some quotas on requests per day. Maybe UNC's node (traffic is
proxy-ed) is to blame.

We have a test failing because of the xISBN service that is not reachable (
http://xisbn.worldcat.org)
Anybody has info about it?
Should we remove it from Koha? Is it temporary?
Their website does not tell anything about it

Please let me know in order to adjust or remove the code.

The OCLC Developer Network website has a posting about this [1]:

following web services from all applications:
* xISBN<http://xisbn.worldcat.org/xisbnadmin/doc/api.htm>
* xISSN<http://xissn.worldcat.org/xissnadmin/doc/api.htm>
* xOCLCnum<http://xisbn.worldcat.org/xisbnadmin/xoclcnum/api.htm>

At this time, we are not aware of alternative services to consider but
want to provide users with as much notice as possible, so they can
conduct research and make plans to remove these xID services prior to
